1. CALL TO ORDER -- [0:00:08]: Chair Kathleen Lee called the Ala Moana-Kakaʻako Neighborhood Board No. 11 meeting to order at 6:01 p.m. Quorum was established with 6 members present. Note: This 11-member Board requires six (6) members to establish a quorum and to take official Board action.

Board Members Present: Kathleen Lee, Emma Davis, Lynn Mariano, Rodney Chang, Lori Farinas, Dale Vanderbrink, and Caroline Faringer (7:00p.m.).

Board Member(s) Absent: Karen Cheung, Dyson Chee, and Jeanne Rice.

Guests: Fire Fighter A. Akiona (Honolulu Fire Department); Lieutenant Arnold Sagucio and Sergeant Aaron Ostachuk (Honolulu Police Department); Ross Isokane (Empty Homes Tax Coalition); Maribell Pabalan (Honolulu Authority for Rapid Transportation (HART); Senator Sharon Moriwaki, Representative Ikaika Olds (House District 23); Representative Kim Coco Iwamoto and Colby Sameshina (House District 25); William Niheu (Governor Josh Green); Patrick Watson (HART contractor Frank Coluccio Construction Company, Inc.); William Nhieu (Governor's Representative); Flora and Katie (Representative Tam's Office); Bishop Reyn Y. Note: Name was not included if not legible. There were 35 total participants.

Member Mariano offered condolences to the Honolulu Fire Department, for the recent loss of Fire Fighter Jeffrey Fiala.

1.1 Roll Call -- [0:01:35]: Chair Lee called for a roll call, which was conducted by Neighborhood Assistant Spencer Johnson.

2. PUBLIC SAFETY REPORTS -- [0:02:10]

2.1 Honolulu Fire Department -- [0:02:24]: Fire Fighter A. Akiona provided the December 2024 monthly statistics and safety tip for the month concerning electrical safety. For more information and resources: https://fire.honolulu.gov/.

2.2 Honolulu Police Department -- [0:04:38]: Lieutenant Arnold Sagucio and Sergeant Aaron Ostachuk provided the December 2024 monthly statistics. Lieutenant Sagucio provided information about a case from Ala Moana Beach Park, and announced his promotion to Captain.

3.1 Empty Homes Tax Resolution Updates -- [0:19:46]:-- Ross Isokane, Empty Homes Tax Coalition & NB13 -- Chinatown Member, presented information on the purpose of an Empty Homes Tax, and it's progress through City Council, and the current status of postponed into 2025 pending a consultant's report.

3.2 The Keiki Street Festival at Our Kakaʻako -- [0:23:51]: Summer Caster Event Manager, Our Kakaʻako / Olomana Loomis ISC / Narrative Hawai'i presented information for the Keiki Street Festival on Saturday, March 22, 2025.

3.3 Festa Italiana, Saturday, March 22, 2025 [0:35:25]: Rick Schneidor, Events International, presented information on the event and related road closures around Mother Waldron Park.

4. BOARD BUSINESS -- [0:39:20]

4.1 Approval of the November 26, 2024 meeting minutes -- [0:39:22]:

[0:39:30] Chang MOVED and Mariano SECONDED approval of the November 26, 2024 meeting minutes as written. Hearing no objections, the motion was ADOPTED; 6-0-0 (Aye: Lee, Davis, Mariano, Chang, Farinas, Vanderbrink; Nay: None; Abstain: None) -- [0:39:40]

4.2 Action Committee Report -- Emma Davis, Action Committee Chair -- [0:39:46]: Davis provided a recap of the Special

Meeting held in December. Discussion followed.

4.3 Discussion on Continuation of Action Committee Meetings for 2025 -- [0:51:10]: Chair Lee described attendance at the

typical Action Committee Meeting. Discussion followed.

4.4 Attendance at other meetings -- [0:53:15]: Chair Lee commented on Jeanne Rice's ongoing discussion regarding Pickleball courts.

4.5 Board Recess Dates in 2025 -- [0:53:45]: Chair Lee mentioned that in July 2025, the board will decide on a recess in

either November or December 2025.

4.6 Discussion on Condo/Property Insurance -- [0:54:35]: Mariano opened discussion on condo/property insurance in relation to hurricanes. Discussion followed.

Faringer arrived at 7:00 p.m., seven members present.

5. SUBDISTRICT REPORTS -- [1:14:15]

5.1 Subdistrict 1 Report -- [1:14:16]: Chair Lee raised concerns regarding a nearby business' closure resulted in their windows being vandalized with graffiti, and how it occurres commonly.

Subdistrict 3 Report -- [1:15:38]: Chang announced that the re-occurring dead tree issue has been resolved.

6. RESIDENTS' AND COMMUNITY CONCERNS -- [1:16:11]: There were no concerns raised at this time.

7. AGENCY REPORTS -- [1:16:25]

7.1 Hawaii Community Development Authority (HCDA) -- [2:16:30]: There was no representative present.

7.2 Honolulu Authority for Rapid [Transportation] (HART) -- [1:16:43]: Maribell Pabalan of HART's Public Information Department introduced Patrick Watson, and provided an update on the utility relocation progress. Patrick Watson provided brief updates and suggested subscribing to the weekly e-blast.

7.3 Honolulu Board of Water Supply (BWS) -- [1:26:34]: There was no representative present.

8. ELECTED OFFICIAL REPORTS -- [1:26:40]: Chair Lee took the officials by in-person attendance first.

8.1 City Councilmember Scott Nishimoto (District 5) -- [1:27:15]: Scott Nishimoto introduced his staff members, and announced the first full-council meeting would be tomorrow.

8.2 State Representative Ikaika Olds (District 23) -- [1:31:17]: Representative Ikaika Olds introduced himself and mentioned bills that may interest to the Ala Moana/Kakaʻako residents.

8.3. State Representative Kim Coco Iwamoto (District 25) -- [1:33:40]: Representative Iwamoto provided information on some of the bills being introduced this session.

8.4 State Senator Sharon Moriwaki (District 12) -- [1:51:44]: Senator Moriwaki introduced her staff and gave a brief overview of some of the 1,600 bills introduced in the Senate.

8.5 City Councilmember Tyler Dos Santos-Tam (District 6) -- [1:57:55]: There was no representative present.

8.6 Mayor Rick Blangiardi -- [1:57:58]: There was no representative present.

8.7 State Representative Adrian Tam (District 24) -- [1:58:00]: Katie introduced herself, and announced Representative Tam's committee assignments.

8.8 Governor Josh Green's Representative -- [1:59:08]: William Niheu provided a report, highlighting the Governor's State of the State Address.

8.9 U.S. Congressman Ed Case's Representative -- [2:02:25]: There was no representative present.
