I. CALL TO ORDER [0:00:00]: Chair Lee called the meeting to order at 6:05 p.m. Quorum was established with 10 members present. Note: This 11-member Board requires six members to establish quorum and to take official Board action. Board members must be in-person or have video access.
Board Members Present: Kim Coco Iwamoto, Kathleen Lee, Lori Farinas, Dyson Chee, Jeanne Rice, Caroline Faringer, Lynn Mariano, Rodney Chang, Richard Webb, and Emma Davis.
Board Members Absent: None.

Filling of Vacancies - One Vacancy - Subdistrict 1: There were no volunteers or nominations.
Approval of the Tuesday, April 23, 2024 meeting minutes [0:53:52]:
[0:54:55] Mariano Chang and Rice Seconded the Motion to approve the February 2024 regular meeting minutes as written. Hearing no objections, the Motion WAS ADOPTED 8-0-0 (AYE: Iwamoto, Lee, Farinas, Chee, Rice, Faringer. Mariano, Chang, Webb, Davis; NAY: None; ABSTAIN: None.) [0:55:05]
Report From Action Committee Meeting [0:35:44]: Reports from Action committee meeting Chair Emma Davis reported information from the Action Committee meeting held on Thursday, May 9, 2024; Focused on efforts to finalizing Resolution to support integrating neighborhood safe zones; the Board will continue to finalize edits of the Resolution at the next action committee on Thursday, June 13th, 2024.

IV. PRESENTATIONS [1:12:36]
BFS Real Property Tax Division Presentation: Director Andy Kawano, Chief Steven Takara, and Assistant Chief Stuart Peterson from the Real Property Tax Assessment Division held a great presentation on the Real Property Tax program. The presentation described how property tax assessments are created, and why it is important to provide your date of birth on the appraisal application. Disability and Communication Access Board (DCAB) -- Two new information web pages [1:48:23]: Bryan Mick, Coordinator, Program & Policy Development, provided a brief presentation on changes to their website. Basically, residents can electronically request handicap placards or submit complaints about accessibility or misuse of handicap parking stalls. Site visit at Hookahi Leo [1:58:39]: Resident Aura Reyes described a recent site visit to the Hookahi Leo Kauhale, which included some NB11 board members. Some of the Kauhale residents also attended and described how the Kauhale works, on-site job opportunities, and helpful common areas.

Mayor Rick Blangiardi [2:10:09]: Deputy Director Ben Sullivan, Office of Climate Change, Sustainability, and Resiliency reported the following.

• Parking: HPD responded to the resident concern regarding illegal parking on Liona St. HPD issued five citations, and will continue to keep an eye on the area.

City Councilmember Tyler Dos Santos-Tam [2:40:51]: Office representative Robin Henski provided the report: Removal of the homeless encampment at Bus Stop number 954; Departments Request is still pending to extend the 7:00 p.m. closure of Kakaako Waterfront Park; Asked members for further recommendations on any off-leash dog parks.

State Representative Scott Nishimoto [2:44:18]: Representative Nishimoto and Taylor Date were present, technical difficulties resulted in no report provided.
State Representative Adrian Tam [2:44:38]: State Representative Tam shared his office will be partnering with Rotary to do a School Supply Drive for Jefferson Elementary School on Thursday, July 11, 2024 from 9:00 a.m. to 2:00 p.m.
Webb left at 8:45 p.m., eight members present.
State House Speaker Scott Saiki [2:46:00]: House Speaker Saiki shared highlights of Bills that were passed and approved in the 2024 Legislative session; Pedestrian Safety; Red Light Speed Cameras; authorizing DTS to lower speed limits in school zones; and SB 3202 increase housing accessory dwelling units (ADU) development in the State.

Senator Sharon Moriwaki [2:54:08]: Senator Moriwaki provided report; explained about Hawaii Community Development Authority (HCDA) and the City's roles in improving community development district streets.
Due to time constraints, NA Johnson requested the board postpone the remainder of the agenda until the June 2024 regular meeting agenda.
[3:02:30] Member Mariano Moved and Rice Seconded Motion to move unfinished business to the next regular meeting. Hearing no objection, the Motion was adopted.
