I. CALL TO ORDER [0:00:00]: Chair Lee called the meeting to order at 6:05 p.m. Quorum was established with six members present. Note: This 11-member Board requires six members to establish quorum and to take official Board action. Board members must be in-person or have video access.

Board Members Present: Kim Coco Iwamoto, Kathleen Lee, Lori Farinas, Dyson Chee, Jeanne Rice, Caroline Faringer. Lynn Mariano (arrived at 6:03 p.m.); and Rodney Chang (arrived at 6:12 p.m.).

Board Members Absent: Richard Webb and Emma Davis.

Filling of Vacancies - One Vacancy - Subdistrict 1: There were no volunteers or nominations.

Approval of the Tuesday, February 27, 2024 meeting minutes [0:35:24]:

Report From Action Committee Meeting [0:35:44]: Reports from Action committee meetings Chee reported information from the Action Committee meeting held on Thursday, March 14, 2024 and Tuesday, April 16, 2024; including drafting a resolution supporting neighborhood integrated safe zones.

Social Event Idea [0:46:54]: Member Lynn Mariano presented an idea to meet with members of the public to track resident concerns.

Update on 1500 Kapiolani Project [1:06:08]: Isaiah Sato, R. M. Towill Corporation presented the following. 1500 Kapiolani is an approved mixed-use project consisting of 109 affordable rental units for kupuna and one manager's unit; 444 condo-hotel units, six residential units, and 8,500 square feet of commercial space. Graphs, photos, and renderings were provided.

Affordable Rental Project [1:40:20]: Chris Fong, Tradewind Capital presented the following. The location for the affordable rental project is on the corner of Piikoi and Young Street. The proposal is for 247 rental units, 23 stories, including studios, one-bedrooms, two-bedrooms, and three-bedrooms. There will be 245 parking stalls with the parking structure at 7.5 stories. Rent will be at 60% average median income (AMI) and below.

Homeless/houseless Discussion [1:57:03]: Anton Krucky, Director, City & County of Honolulu Department of Community Services, presented the following. The point-in-time count was conducted on the night of Sunday, January 22, 2023, where 4,028 individuals were found to be experiencing homelessness. V. SUBDISTRICT REPORTS [2:34:28]: Chang reported City crews trimmed the dead tree, and replaced parking meters -- ongoing concerns raised at previous meetings. Mariano raised concerns with the lane striping on Pensacola Street. Mariano raised concerns with flattened bike lane delineators. Chee raised concerns with no parking on Liona Street, near Cedar Street.

VI. RESIDENTS' AND COMMUNITY CONCERNS [2:38:15]: Mariano raised concerns with the "no right turn on red" island-wide.

VII. ELECTED OFFICIAL REPORTS [2:39:19]:

Mayor Rick Blangiardi [2:39:25]: Deputy Director Ben Sullivan, Office of Climate Change, Sustainability, and Resiliency reported the following.

• Right Turn Near Whole Foods at 388 Kamakee Street: The Department of Transportation Services (DTS) will perform an investigation which will include research, a site inspection/assessment, and review of the area's traffic collision history, and take appropriate action as warranted by their analysis. DTS will inform the board of their findings upon completion of the investigation.

• Auto Perfection LLC: From March 8 to April 14, 2024, District 1 (Central Honolulu) officers checked 1052 Kawaiahaʻo Street to address the complaint of an auto dealership parking customers' vehicles on the street daily. During the checks, officers observed no violations, and nothing obstructed motorists' view of oncoming traffic. Officers spoke to an employee of Auto Perfection and Ceramic Pro, LLC, and mentioned the concerns. The employee said that they would be more mindful of the parking situation in the future.

• Paradise Pedals: Field investigation on 3-12-2024 revealed no observable activity related to the requestor's complaint of the business (Paradise Pedals) allegedly stopping in the street to pick up their customers at / or near the corner of Queen and Kamakee Street. The Land Use Ordinance of Honolulu does not regulate the picking up or dropping off of passengers of any vehicle, be it private or business.
