I. CALL TO ORDER [0:00:33]: Chair Lee called the meeting to order at 6:03 p.m. Quorum was established with seven (7) members present. Note: This 11-member Board requires six (6) members to establish quorum and to take official Board action. Board members must be in-person or have video access.

Board Members Present: Rodney Chang, Dyson Chee, Emma Davis, Lori Farinas, Kim Coco Iwamoto (left at 8:03 p.m.); Kathleen Lee, Richard Webb, and Lynn Mariano (appointed at this meeting).

Board Members Absent: Karen Cheung and Jeanne Rice.

Filling of vacancies: One vacancy in each of the following; Subdistrict 1, Subdistrict 2.

[0:31:25] Chang Nominated Lynn Mariano to fill the SD02 vacancy. Hearing no other nominations, the board conducted a roll call vote. Lynn Mariano filled the SD02 vacancy 7-0-0 (AYE: Chang, Chee, Davis, Farinas, Iwamoto, Lee, Webb. NAY: None. ABSTAIN: None.) [0:31:50]

Mariano was sworn in at 6:38 p.m., eight (8) members present.

Approval of Minutes [0:34:35]: July 25, 2023 Initial Convening Meeting

[0:34:49] Iwamoto Moved and Farinas Seconded the Motion to approve the July 2023 meeting minutes as corrected. The Motion WAS ADOPTED 8-0-0 (AYE: Chang, Chee, Davis, Farinas, Iwamoto, Lee, Webb, Mariano. NAY: None. ABSTAIN: None.) [0:35:17]

IV. PRESENTATIONS [0:36:56]

1322 to 1356 Kapiolani Blvd: Isaiah Sato, R.M. Towill Corporation; Adam Tartakovsky, Crescent Heights; and Jim Hakes, Handel Architects, presented the following. Mayor Rick Blangiardi [1:17:19]: Deputy Director Ben Sullivan, Office of Climate Change, Sustainability, and Resiliency

• Newsletter: https://www.oneoahu.org/newsletter.

• Protecting Our Paradise: Earlier this summer, the City entered into an agreement with Matt Levi Security to provide a specialized security team to enhance public safety efforts along K hio Beach.

• Mayor Announces Key Hires: In July, Mayor Blangiardi announced key additions to the City's cabinet leadership team. Gene Albano will join the Department of Facility Maintenance and Dita Holifield will join the Department of Enterprise Services, both as Director Designates.

• Skyline's First Month Ridership: The City is pleased to announce that Skyline has seen 170,185 riders during its first month of operations.

• Affordable Housing in Honolulu: On July 17 Governor Josh Green signed an emergency proclamation to combat the escalating affordable housing crisis in Hawaii. Now, a collaborative effort by the State and all four counties will seek to streamline the regulatory processes for the development of 50,000 housing units over the next five years. Representatives from the City's Mayor's office and the Department of Planning and Permitting will work with the State's Build Beyond Barriers Working Group to fast-track affordable housing projects and speed up the construction of new housing units.

• Keeping Our Neighbors Safely Housed: As housing costs increase, some of our neighbors are struggling more than ever to pay their rent and utility bills. To reach these households, eight community events for the Rental and Utility Relief Program (RURP) were held this summer along with RURP's partners. These events were part of RURP's temporary reopening this summer, funded with $25 million in State and Local Fiscal Recovery Funds. More than 600 Oahu families applied for short-term rent and utility help at these events, and RURP has helped more than 18,000 Oahu families stay safely housed during and after the pandemic.
