DRAFT REGULAR MEETING MINUTES
TUESDAY, MAY 23, 2023, 6:00 P.M.
MAKIKI CHRISTIAN CHURCH AND ON WEBEX
CALL TO ORDER: Chair Lee called the meeting to order at 6:01 p.m., performing a roll call, Quorum was established with nine (9) members present. Note: This 11-member Board requires six (6) members to establish quorum and to take official Board action. Meeting materials are available online at: https://tinyurl.com/nb11home
Board Members Present: Dyson Chee, Lori Farinas, Kathleen Lee, Michael Zehner, Chris Chung, Jason Wong, Joshua Nam, Rodney Chang, Caroline Faringer, and Lynn Mariano (arrived at 6:05 p.m.).
Board Members Absent: Jeanne Rice.
Guests: Captain Randall Gibo (Honolulu Fire Department); Lieutenant Sagucio (Honolulu Police Department); Makanani Sala (Mayor's Representative); Catherine A. Taschner (Department of Land Management, Acting Director); Janel Denny, Melvia, and Councilmember Calvin Say, Francine Murray (HCDA); Adam Weintraub (Governor Green's Representative); Harry Cho (HART); Robin Henski (Councilmember Dos Santos-Tam); Taylor Date (Representative Nishimoto); Charles (Senator Moriwaki); Ronald Higa (Liliha Neighborhood Board No. 14); Mr. Toba, Frank Rogozienski, Gail, Megan Chinn, Daniel S., Maggi, Ryan Tam, Kalei Salcedo (Residents and Guests); and Spencer Johnson (Neighborhood Commission Office). PUBLIC SAFETY REPORTS
Honolulu Fire Department (HFD): Captain Gibo reported the fire statistics and HFD safety tips. For more information, visit https://fire.honolulu.gov.
Questions, comments, and concerns followed. Hazardous Material: Farinas inquired about a hazardous material incident.
Honolulu Police Department (HPD): Lieutenant Sagucio reported the crime statistics and HPD updates. For more information, visit: https://www.honolulupd.org.
Mariano arrived at 6:05 p.m., 10 members present.
PRESENTATIONS

Department of Land Management Updates: Catherine Taschner, Acting Director presented information regarding the City's acquisition of 560 Halekauwila Street for its use as an office building. The full presentation can be found at: https://tinyurl.com/nb11home

Consider resolution re: addressing early morning trash pickups:
Chang Moved and Chee Seconded the Motion to adopt the resolution regarding early morning trash pickups. The Resolution was adopted, 9-0-1; (AYE: Chee, Farinas, Lee, Zehner, Chung, Nam, Chang, Faringer, Mariano. NAY: None. ABSTAIN: Wong.)
Approval of the April 25, 2023 Regular Meeting Minutes
The Board approved the April 2023 regular meeting minutes as corrected, 10-0-0; (AYE: Chee, Farinas, Lee, Zehner, Chung, Wong, Nam, Chang, Faringer, Mariano. NAY: None. ABSTAIN: None.)
Corrections:
1. Page one - HPD Questions - Delineators: Insert comment regarding garbage truck and request to report back.
2. Page one - Complete Streets - Question #6: Insert comment regarding public input for raised crossings.
Attendance at other meetings: None.
Neighborhood Subdistrict Updates: None.
Oahu Metropolitan Planning Organization Citizen Advisory Committee (CAC): None.
NEW BUSINESS
Discussion on all-virtual committee meetings: Chair Lee commented on the need to amend the State law requiring a physical meeting location.
RESIDENTS' AND COMMUNITY CONCERNS: None.
ELECTED OFFICIAL REPORTS
Mayor Rick Blangiardi: Director Sala reported the following.
• Newsletter: https://www.oneoahu.org/newsletter.
• Mother Waldron Park: On March 31, 2023, the sprinkler system was tested and is functioning properly. Maintenance staff picks up/disposes of trash daily from the dog park. The bench was removed for safety concerns due to vandalism. A project request was submitted on March 31, 2023, requesting a replacement bench. On April 3, 2023, the pad lock has been inspected and is in working condition. A work order request was submitted to the Division of Urban Forestry (DUF) on April 19, 2023, to have the roots inspected.
• Parking Meters: A work order has been placed with the Department of Facility Maintenance (DFM) to replace the parking meters. Staffing shortages have delayed the replacement.
• Scrambled Crossing: A scrambled crossing would not be effective at Kapiolani Boulevard and Kamakee Street due to the number of pedestrians in the area.
Questions, comments, and concerns followed. Pensacola Complete Streets: Mariano commented on Pensacola Complete Streets. Director Sala requested a letter specifically stating the details of concern relating to the complete streets project.
