DRAFT REGULAR MEETING MINUTES

TUESDAY, APRIL 25, 2023, 6:00 P.M.

MAKIKI CHRISTIAN CHURCH AND ON WEBEX

CALL TO ORDER: Chair Lee called the meeting to order at 6:01 p.m., performing a roll call, Quorum was established with eight (8) members present. Note: This 11-member Board requires six (6) members to establish quorum and to take official Board action. Meeting materials are available online at: https://tinyurl.com/nb11home

Board Members Present: Dyson Chee, Lori Farinas, Kathleen Lee, Michael Zehner, Chris Chung, Joshua Nam, Rodney Chang, Caroline Faringer, and Lynn Mariano (arrived at 6:05 p.m.).

Board Members Absent: Jason Wong and Jeanne Rice.

Guests: Firefighter J Yoshimura (Honolulu Fire Department); Sergeant Wang (Honolulu Police Department); Councilmember Calvin Say, Francine Murray (HCDA); Dan Rapkoch (Governor Green's Representative); Harry Cho (HART); Robin Henski (Councilmember Dos Santos-Tam); Ronald Higa (Liliha Neighborhood Board No. 14); Mr. Toba, Frank Rogozienski, Carlino Giampolo, William Ammons, Angela Soto Balmores, Brandon, Melvia, Chris Fujimoto (CERENE); Daniel Alexander (Department of Transportation Services); Myoung Oh, Janel Denny, Adam Weintraub, Greg Misakian, Rep Saiki, Kalei Salcedo (Residents and Guests); and Spencer Johnson (Neighborhood Commission Office). PUBLIC SAFETY REPORTS

Honolulu Fire Department (HFD): Firefighter Yoshimura reported the fire statistics and HFD safety tips. For more information, visit https://fire.honolulu.gov.

Questions, comments, and concerns followed. Hazardous Material: Farinas inquired about a hazardous material incident.

Mariano arrived at 6:05 p.m., nine (9) members present.

Honolulu Police Department (HPD): Sergeant Wang reported the crime statistics and HPD updates. For more information, visit: https://www.honolulupd.org.

Questions, comments, and concerns followed. Delineators: Mariano raised concerns about flattened delineators along Pensacola Street.

PRESENTATIONS

Complete Streets Update: Daniel Alexander, Department of Transportation Services (DTS), presented the following. The planning phase for Pensacola Complete Streets has been completed, and is available on the DTS website. DTS is working with the State Department of Transportation (DOT) to install raised crossings at a few Pensacola intersections.

Questions, comments, and concerns followed.

1. Two Lanes: Mariano raised concerns with the plan to eliminate a travel lane on Pensacola Street.

2. Raised Crossings: Chang inquired about the difference between raised crosswalks and speed humps.

3. Traffic: Zehner commented on the difficulty of commuting with current traffic patterns.

4. Electric Scooters: Farinas commented on sidewalks, relating to alternate modes of transportation.

5. Hospital Access: Chung commented on Straub hospital access on Ward Avenue.

BOARD BUSINESS

Approval of the March 28, 2023 Regular Meeting Minutes

The Board approved the March 2023 regular meeting minutes as written, by UNANIMOUS CONSENT.

Attendance at other meetings: None.

Neighborhood Subdistrict Updates: None.

Oahu Metropolitan Planning Organization Citizen Advisory Committee (CAC): Mariano reported attending the last meeting, and announced the next meeting will be held on Wednesday, May 3, 2023 at 2:30 p.m.

Chair's Report: Chair Lee requested elected official reports be submitted a few days ahead of the meeting date.

NEW BUSINESS

Request to support Lantern Floating Ceremony on May 29, 2023

Mariano Moved and Zehner Seconded the Motion to support the Lantern Floating Ceremony on Monday, May 29, 2023. The Motion PASSED by Unanimous Consent; 9-0-0 (AYE: Chee, Farinas, Lee, Zehner, Chung, Nam, Chang, Faringer, Mariano. NAY: None. ABSTAIN: None.).

Review memo re: Proposed Policy on NB Minutes: Chair Lee shared the memo sent from the Neighborhood Commission Office detailing the only change to the Neighborhood Board minutes will be the addition of time stamps.

Consider resolution re: addressing early morning trash pickups: Chair Lee shared the proposed resolution regarding early morning trash pickups. Discussion followed.

Chang Moved and Farinas Seconded the Motion to defer this item until the next regular meeting. The Motion PASSED by Unanimous Consent; 9-0-0 (AYE: Chee, Farinas, Lee, Zehner, Chung, Nam, Chang, Faringer, Mariano. NAY: None. ABSTAIN: None.).

ELECTED OFFICIAL REPORTS

Mayor Rick Blangiardi: NA Johnson reported the following.

• Newsletter: https://www.oneoahu.org/newsletter.

• Town Hall: There will be a town hall meeting on Thursday, May 11th from 6:00 p.m.to 8:00 p.m. at the Ala Wai Golf Course Clubhouse, and on Thursday, May 18th from 6:00 p.m. to 8:00 p.m. at King David Kal kaua Middle School.

• Mother Waldron Park: On March 31, 2023, the sprinkler system was tested and is functioning properly. Maintenance staff picks up/disposes of trash daily from the dog park. The bench was removed for safety concerns due to vandalism. A project request was submitted on March 31, 2023, requesting a replacement bench. On April 3, 2023, the pad lock has been inspected and is in working condition. A work order request was submitted to the Division of Urban Forestry (DUF) on April 19, 2023, to have the roots inspected.

• Parking Meters: A work order has been placed with the Department of Facility Maintenance (DFM) to replace the parking meters. Staffing shortages have delayed the replacement.

• Scrambled Crossing: A scrambled crossing would not be effective at Kapiolani Boulevard and Kamakee Street due to the number of pedestrians in the area.

Councilmember Calvin Say: Councilmember Say reported the following.

1. Security: Chung raised concerns regarding lack of security personnel at 1506 Piikoi Street.

2. Pensacola Complete Streets: Mariano reiterated concerns regarding traffic on Pensacola Street.

3. Law Suit: Resident Carlino Giampolo inquired about the possibility of a law suit against the City.
