DRAFT REGULAR MEETING MINUTES

TUESDAY, JANUARY 24, 2023, 6:00 P.M.

MAKIKI CHRISTIAN CHURCH AND ON WEBEX

CALL TO ORDER: Chair Lee called the meeting to order at 6:00 p.m. Quorum was established with nine (9) members present. (Note: This 11-member Board requires six (6) members to establish quorum and to take official Board action. Chair Lee welcomed attendees to the Tuesday, January 24, 2023 regular monthly meeting of the Ala Moana/Kaka ako Neighborhood Board No. 11 at Makiki Christian Church and on WebEx.

Board Members Present: Rodney Chang, Dyson Chee, Lori Farinas, Kathleen Lee, Joshua Nam, Michael Zehner, Jeanne Rice, Jason Wong, Caroline Faringer, Lynn Mariano (arrived at 6:50 p.m.), and Chris Chung (appointed at this meeting).

Board Members Absent: None.

PUBLIC SAFETY REPORTS

Honolulu Fire Department (HFD): Captain Dave Yoshida reported the fire statistics. Safety tips can be found at: https://fire.honolulu.gov/.

Honolulu Police Department (HPD): Lieutenant Sagucio reported the crime statistics and HPD updates. For more information, visit: https://www.honolulupd.org.

FILLING OF BOARD VACANCY: There was one (1) Vacancy in Subdistrict 4. Resident Christopher Chung volunteered to fill the vacancy.

Chris Chung was appointed by Roll Call Vote 9-0-0 (CHUNG: Chang, Chee, Faringer, Farinas, Lee, Nam, Wong, Zehner, Rice).

Chair Lee called a recess at 6:14 p.m. for the Oath of Office.

Chair Lee called the meeting back to order at 6:15 p.m. Chung joined; 10 members present.

PRESENTATIONS

Police Week "Walk for the Fallen"/Beretania Lane Closures: Sergeant Darryl Jones presented the following. There will be a closure of two Makai lanes of Beretania Street on Monday, May 15 from 4:30 p.m. until 6:00 p.m.

Kaliu Planned Development Project: William Chen, Daniel Simonich, and Mika Boviall, ProsPac Holdings Group, LLC presented the following. Previous project information was provided, including the Azure Ala Moana project. The Kaliu project will be 400' with 40 levels; 340 market units, and 4 parking garage levels. The project will be 40,000 square feet, with ground level commercial and retail spaces. The bordering streets are Auahi Street, Coral Street, Cooke Street, and Ala Moana Boulevard. Drop off and loading entry will be on Cooke Street, and parking garage entrance is on Coral Street. Maps and renderings were provided. Construction commencement will begin in 2024, with the expected completion in 2026. Contact info@kaliuhawaii.com for more information.

Questions, comments, and concerns followed.

1. Pets: Chang inquired about being pet-friendly and providing green space.

2. Affordability: Chee inquired about the number of affordable units.

3. Parking: Chung inquired about guest parking for residential guests.

4. Electric Charging: Chung inquired about electric charging stations.

5. Bike Racks: Chung inquired about bike racks for the commercial space.

6. Traffic: Faringer inquired about traffic mitigation efforts.

7. Infrastructure: Chang inquired about infrastructure improvements.

690 Pohukaina St. Affordable Housing Project: Sunny Rosario and Chris Deuchar, PBR Hawaii presented the following.

A Town Hall meeting will be held on either Wednesday, February 15, 2023 or Thursday, February 16, 2023.

BOARD BUSINESS

Approval of the November 22, 2022 Regular Meeting Minutes

The Board approved the November 22, 2022 regular meeting minutes as written, by UNANIMOUS CONSENT.

Attendance at other meetings: None.

Neighborhood Subdistrict Updates: Farinas raised concerns about the left turn signal from Kapiolani Boulevard onto Cook Street changing sporadically. Chee raised concerns about illegal parking on Cedar Street, blocking the sidewalk.

Oahu Metropolitan Planning Organization Citizen Advisory Committee (CAC): There was no report.

Chair's Report: There was no report.

OLD BUSINESS

Discuss houseless issues in Ala Moana-Kaka ako area: Rice commented on the houseless issues becoming greater. Chee commented on the legislation session beginning soon. Nam requested an update from the HONU program. Resident Iwamoto commented on the recent point-in-time count.

Mariano arrived at 6:50 p.m., 11 members present.

NEW BUSINESS

Illegal Scooter Riding in Ala Moana area: Discussion about competing for space on the sidewalk continued. No action was taken.

RESIDENTS' AND COMMUNITY CONCERNS:

• Suspicious Person: Resident Karen Cheung reported a suspicious person incident where a man attempted to lure a few young children at Kolowalu Park.
