DRAFT REGULAR MEETING MINUTES

TUESDAY, MAY 24, 2022, 6:00 P.M.

MAKIKI CHRISTIAN CHURCH AND ON WEBEX

CALL TO ORDER: Chair Ryan Tam called the meeting to order at 6:02 p.m. Quorum was established with nine (9) members present. (Note: This 11-member Board requires six (6) members to establish quorum and to take official Board action. Chair Tam welcomed attendees to the Tuesday, May 24, 2022 regular monthly meeting of the Ala Moana/Kaka ako Neighborhood Board No. 11 at Makiki Christian Church and on WebEx.

Board Members Present: Ryan Tam, Melissa Wong, Michael Zehner, Joshua Nam, Lori Farinas, Jason Wong, Dyson Chee, Ron Komine Jr., and Kathleen Lee.

Board Members Absent: Kim Coco Iwamoto, and Rodney Chang.

Guests: Captain Randall Gibo (Honolulu Fire Department); Lieutenant Sagucio (Honolulu Police Department); Traci Toguchi; Council Member Calvin Say, Melvia Kawashima (Council Member Say's Office); Francine Murray (HCDA); State David Ho (Uraku Tower); Director Makanani Sala, Office of Culture and the Arts (Mayor Blangiardi's Representative); Cindy McMillan (Governor Ige's Representative); Councilmember Calvin Say; Justin Menina, William Ammons, Patrick Watson, Mel, Myoung Oh, Marissa Gonzales, Johnny Reid, Jerry Dulluog, Daniel Alexander, Francine Murray, Maheshi Kae, Dennis Dumale, Mike Mauzey, Trent Bagay, Janel Denny, Rick Keene, Joey Manahan, Cory Chun, and Davin Aoyagi (Residents and Guests); and Spencer Johnson (Neighborhood Commission Office). There were 37 total attendees. Note: Names are not included if not legible on the guest sheet or is a phone number on webex.

PUBLIC SAFETY REPORTS

Honolulu Fire Department (HFD): Captain Gibo reported the fire statistics. Fire sprinkler safety tips can be found at: https://fire.honolulu.gov/.

Honolulu Police Department (HPD): Lieutenant Sagucio reported the crime statistics. For more information, visit: https://www.honolulupd.org.

Questions, comments, and concerns followed.

1. Bike Lane Safety: Resident Mariano inquired about bike lane enforcement.

2. Game Rooms: Chair Tam inquired about efforts to crack-down on illegal game rooms.

Chair Tam handed the gavel to Vice Chair Lee at 6:08 p.m., and disclosed his employment with HART.

PRESENTATIONS

Honolulu Rail Transit Project Update - Lori Kahikina, Executive Director and CEO, Honolulu Authority for Rapid Transportation (HART) presented the following. The project is 20 miles long, with 21 stations at full completion. The fleet includes 20 four-car trains. This project will be the first driverless, fully automated commuter rail system in the United States. The rail operations center near Leeward Community College includes train maintenance and service stations. The First nine (9) stations are complete, and the following four (4) are over 70% complete. 18 of the 20 trains are on-island. Maps and renderings were provided. Questions, comments, and concerns followed.

1. Security: Lee inquired about the security. Lori Kahikina responded that CCTV cameras will be monitored 24/7.

2. Parking Lot: Chee inquired about the proposed parking facility and where the saved costs will be spent. Lori Kahikina responded that the cost will go to further the project closer to Ala Moana.

3. Price: A resident asked what the cost to ride the rail would be. Lori Kahikina responded that the rate commission will determine the cost.

4. Safety: Resident Lynn Mariano inquired about safety and a private police/security personnel.

Pensacola Complete Streets Project - Daniel Alexander, Department of Transportation Services presented the following. The project area is King Street to Waimanu; segment one (1) being from Waimanu Street to Kapiolani Boulevard, and segment two (2) from Kapiolani Boulevard to South King Street. There is a tier one (1) priority for a pedestrian walkway on Pensacola Street between Kapiolani Boulevard and Waimanu Street. There is a priority one (1) for a protected bike lane down Pensacola Street. Maps and diagrams were provided. Segment two (2) includes an option for reduction of lanes on Pensacola Street to two (2) lanes, between King Street and Kamaile Street. Street parking will be converted to reverse-in angle parking. Questions, comments, and concerns followed.

1. Reverse-In Angel Parking: J. Wong and Nam raised concerns with the safety of the reverse-in angle parking. M. Wong commented on if this parking was a standard style, the community would be more comfortable with it. Resident Chance Naauao-Ota inquired about other locations with similar parking styles.

2. Traffic: Zehner and resident David Ho raised traffic concerns regarding the reduction of Pensacola Street to two (2) lanes.

BOARD BUSINESS

Approval of the Tuesday, April 26, 2022 Regular Meeting Minutes.

The Board approved the April 26, 2022 regular meeting minutes as written by UNANIMOUS CONSENT.

Attendance at other meetings: Farinas reported her attendance with Iwamoto at the United Citizens Patrol on Monday, May 23, 2022.

Neighborhood Subdistrict Updates: None.

Oahu Metropolitan Planning Organization Citizen Advisory Committee (CAC): No report.

Chair's Report: Chair Tam reported an AT&T small wireless facility being planned for behind the convention center. The Community Resilience Hub Survey link is: http://go.hawaii.edu/x6f.

Treasurer's Report: No report was provided.

Selection of Secretary: Nam volunteered as Board Secretary.

Lee nominated and Farinas Seconded the Motion to appoint Joshua Nam as Board Secretary. Joshua Nam was elected Board Secretary by UNANIMOUS CONSENT.

Report of the Permitted Interaction Group to plan a Candidate Forum: First Vice Chair Lee reported the forum being an opportunity to meet the candidates, not a debate. Five (5) issues suggested to pose as question topics include homelessness, affordable housing, climate change, water supply (Red Hill), and transportation.

Komine Moved and J. Wong Seconded the Motion to accept the recommendation to hold a Candidate Forum. The Motion PASSED by UNANIMOUS CONSENT.



OLD BUSINESS (DISCUSSION/ACTION)

Discuss houseless issues in Ala Moana-Kaka ako area: None.

Discuss rapid transit project: None.

Discuss/consider actions to increase community outreach: M. Wong reported being able to set up a tent/booth at the Farmers Market at the Blasdell. The board will need a pop-up tent, table, and banner. NA Johnson responded that the NCO does have equipment the board may use. Lee commented on creating a Facebook and Instagram account for the Board.

J. Wong Moved and Komine Seconded the Motion to create Neighborhood Board Social Media Accounts, and to participate in community outreach opportunities such as the Farmers Market. The Motion PASSED by UNANIMOUS CONSENT.

NEW BUSINESS (DISCUSSION/ACTION): M. Wong commented on the recent school shooting and proposed a future resolution regarding this topic.

RESIDENTS' AND COMMUNITY CONCERNS:

Honolulu Night Market: Resident Karen reported The Night Market will return on Saturday, June 25 from 6:00 p.m. to 10:00 p.m. at SALT Kakaako on the intersection of Auahi Street and Keawe Street.

ELECTED OFFICIAL REPORTS

Mayor Rick Blangiardi: Director Makanani Sala, Office of Culture and the Arts (MOCA) reported the following.

Homeless Near Target: The lone homeless male who occupied the area was identified. Outreach services were offered to him, but he declined and left the location with all his belongings.

Kapiolani Lighting: The monkey pod trees along Kapiolani Boulevard were recently designed as exception trees. As such, we are unable to mount any lighting on street trees as suggested by Mr. Ho. It is this recent designation of exceptional trees that has delayed the start of the street lighting work. The construction plans needed to be revised and re-approved to address the special requirements when working around exceptional trees.

Illegal Dumping: A Refuse Inspector from the City's Department of Environmental Services (ENV), Refuse Division, was dispatched to the area on April 29, 2022. The inspector spoke with neighbors, determined a source and, per the Chapter 9 ROH, issued a citation (Notice of Order) for $250.00 to the property owner of where the items originated.
