City to adopt new rules for road test no-shows


HONOLULU – In an effort to cut down on wait times at testing sites, prospective drivers across Oʻahu who fail to show up for their scheduled road test appointments to obtain a Hawaiʻi driver’s license will face new penalties starting Monday, May 16, 2022.

No-shows for road tests will be barred from making another appointment for 14 days and will forfeit the $8 deposit they were required to pre-pay for a road test.

The new procedure is aimed at reducing an estimated 17 percent no-show rate for the more than 900 road test appointments scheduled weekly in the City and County of Honolulu.

The high no-show rate at testing locations on Oʻahu has been a significant factor in how long many prospective drivers have to wait – an average of about four months – before they can get an appointment to take the behind-the-wheel test for a Hawaiʻi driver’s license.

“We expect the new no-show procedure to help cut in half the wait for a road test appointment,” said Kim Hashiro, director designate of the city’s Department of Customer Services. “In the meantime, we are appealing to residents to be courteous and cancel road test appointments they don’t need to allow us to better meet demand for this service.”

The current no-show rate translates to an estimated 155 road test appointment slots that go unused in any given week on Oʻahu. To avoid the new no-show penalty, an appointment would have to be rescheduled by 6 a.m. on the day of the scheduled road test.  

Road test applicants are expected to arrive at least 30 minutes before their scheduled appointments. If they are more than 5 minutes late, they would be considered a no-show and face the no-show penalty.
