MONDAY, JUNE 24 2019 (RESCHEDULED)
OUTSIDE OF MCCOY PAVILLION, ALA MOANA REGIONAL PARK
CALL TO ORDER: Committee Chair Ryan Tam called the meeting to order at 6:04 p.m.
IN ATTENDANCE: Ryan Tam (Chair), Brian Bagnall, Chris Chung, and George Abcede (State of Hawaii Department of Transportation)
UNFINISHED BUISNESS
• Tam express apologies to member Bagnall for not communicating the change in meeting dates
• Ala Wai Promenade
o Bagnall indicated that one (1) tree had been demolished; tried reporting via 311.
o Need to discuss a Promenade Festival concept with June 2020 FestPac event organizers.
o Discussed the need for trash lids and dividers on benches to prevent sleeping
o Police are sweeping the Promenade regularly; no tents are seen - good improvement.
o Idea to consider for a Dog Park?
• Strategies for addressing homelessness issues
About 50 tents remain at Kaka ako; recent sweep included 60 warrants for arrest were issued
NEW BUSINESS
• Nimitz Highway/Ala Moana Boulevard Repaving Project
o Abcede discussed the highway resurfacing project and solicited ideas to improve pedestrian safety at several intersections and discourage jaywalking.
Ala Moana Boulevard and Pi ikoi Street: Potential fencing to channel pedestrians into marked crosswalks and elimination of right-turn-on-red
Ala Moana Boulevard and Atkinson Drive: Pedestrian fencing
Ala Moana Boulevard and Kamakee: Consider fencing at the right turn island
o Chung commented that the benefit of the fencing is that it clearly highlights the intersection as an issue; pedestrian fences are used extensively in Hong Kong. Bagnall suggested surveying pedestrians in the area. Tam suggested a separate protected phase for pedestrians, in order to allow more direct movements. Another suggestion included reducing the speed limit from 35 down to 30 miles per hour.
o Abcede indicated that the resurfacing project would start around October-November 2019. Members could provide comments to the Hawaii Department of Transportation (HDOT).
OTHER RESIDENT CONCERNS:
• Dog Park: Off-street dog parks should not be placed in areas with traffic. Hawaii Humane Association helped to develop an off-leash dog park at Kalo Place Mini Park for $275,000
• Chung suggested a resolution for car-free residences.
• Tam mentioned that U.S. Congressman Ed Case has an initiative to focus on helicopter safety
• Chung suggested a joint meeting of Neighborhood Boards.

DRAFT COMMUNITY ACTION COMMITTEE MEETING MINUTES
THURSDAY, MAY 9, 2019
OUTSIDE OF MCCOY PAVILLION, ALA MOANA REGIONAL PARK
CALL TO ORDER: Committee Chair Ryan Tam called the meeting to order at 6:07 p.m.
IN ATTENDANCE: Ryan Tam (Chair), Brian Bagnall, Chris Chung
UNFINISHED BUISNESS
• Ala Wai Promenade
o Bagnall noted that the Promenade has a historic grove of Exceptional Trees; the City should not be allowed to remove the trees
• Strategies for addressing homelessness issues
o Marc Alexander, (Mayor's Office on Housing (HOU), noted that 68 people died on the streets last year; cost of emergency care is something like $100,000 per person
o State is funding a Village Concept
o Chung noted that psychiatric commitment laws require that individuals be a danger to themselves before any action can be taken; could be contributing to homeless
o Need to consider a resolution
• Children's Discovery Center (CDC)
o Discussion about the site at the CDC is a jewel.
o Could develop a workshop or a student design charrette to develop potential solutions
NEW BUSINESS
• Dog Park
o Bagnall discussed the key requirements for a dog park, including: (1) should be away from traffic; (2) not near neighbors; (3) water; and (4) lighted
o Hawaii Kai Dog Park has areas for big and small dogs
o Could be a catalyst for community-building; trees and benches would help
o Bagnall proposed having discussions with major landowners in Kakaako to provide an unfenced, off-leash dog park
o Trash bags and garbage bins would help

• March 2019 meeting minutes were approved by unanimous consent.
OTHER RESIDENT CONCERNS:
• Chung discussed the potential to develop a tourist bus stop to facilitate commerce in KakaÔako, such as at the South Shore Market (which needs better access).
• Chung noted that places like O2 arena in London create successful, lively district by providing dinner, entertainment, and nightlife.
• Discussed the potential for no-service hotels to help activate the community
• Tam noted that developing a Business Improvement District (BID) is one (1) strategy to assist with managing the public spaces, like in Waik k . Could also discuss with the Hawai i Convention Center (HCC).

UNFINISHED BUISNESS
• Ala Wai Promenade Project
o Community Fair on Friday, April 19, 2019: will promote the Neighborhood Board and solicit a petition to complete the crosswalk. May ask for zipcodes
o Continue to focus on coffee carts, etcÉ.
• Strategies for addressing homelessness issues
o Need to get better informed about the issues
o Want to conduct a field trip
o Discussed the issues with chronic homeless on the parks and sidewalks around the Children's Discovery Center.
o Potential strategies include moving the playground next to the facility; a resolution to get the State and Hawaii Community Development Authority (HCDA) to work on this issue; requesting landowners to help police the area; working with the Lieutenant Governor Josh Green's Office on homeless initiatives; development of a Dog Park at the Waterfront Park in order to bring more attention to it.
• Pedestrian safety issues, including Ala Moana Boulevard and Kamakee Street
o Add spotlights at crosswalks
o Need to raise awareness; develop five (5) to 10 points for improving pedestrian safety
o Consider overhead pedestrian walkways (talk to Howard Hughes)
o Like an airport concourse with shops
• Ala Wai Flood Control Project
o Bagnall discussed the colonial history of the canal
o Catch basins will not work, unless there is adequate maintenance
o Waik k Neighborhood Board No. 9 will discuss at the May 2019 meeting
NEW BUSINESS
• Children's Discovery Center
o Chung discussed developing resolution to suggest volunteer security guards, a new fence (built by community volunteers); and the need for broader community support.
• Dog Park
o Bagnall discussed about Dog Park issues, including the potential for pocket Dog Parks.
• Ala Moana Transit Oriented Development (TOD) Project

• March 2019 meeting minutes were approved by unanimous consent.
OTHER RESIDENT CONCERNS:
• Bagnall discussed the concept of livability; high-density towers; not enough open space at the ground level. Create a livability committee? Look at parklets.
