DRAFT COMMUNITY ACTION COMMITTEE MEETING MINUTES
THURSDAY, NOVEMBER 8, 2018
OUTSIDE OF MCCOY PAVILLION, ALA MOANA REGIONAL PARK
CALL TO ORDER: Committee Chair Ryan Tam called the meeting to order at 6:02 p.m.
IN ATTENDANCE: Ryan Tam (Chair), Chris Chung, Lynn Mariano, Brian Bagnall, Alana Kobayashi Pakkala, Tiffani Vara, Ricki Shimabukuru, Marina Nishimura
UNFINISHED BUISNESS
• Next Steps for Ala Wai Promenade:
o Also need to talk to the Hawaii Tourism Authority and possibly the Ala Moana Shopping center for support; Convention Center could obtain parking revenue from events at the promenade.
o Could host events around Christmas, New Year's, Lantern Ceremony, or Marathon.
o Promenade should be promoted in tourist walking maps
o Contact DTS regarding crossing
• KakaÔako Mauka Area Open Space Planning:
o No update on HECO project.
• Homelessness Strategies:
o No update
NEW BUSINESS
• Ala Moana Regional Park Playground
o Alana Kobayashi Pakkala and Tiffani Vara from P ani K kou discussed a proposal to develop an inclusive, world-class playground on a 1-acre site just mauka of the Magic Island L&L concession on the Koko Head side of the Ala Moana Regional Park
o Playground will be inclusive, and will accommodate the 1 in 7 children who has some form of disability
o About 480 students were surveyed to help design the playground facilities
o Park would be privately funded and built, and would be gifted to the city; non-profit organization would retain the right to maintain equipment and facilities in good condition.
o "Destination playground" was inspired by San Francisco Zoo and other world
o Project will include new restrooms and a new concession; rooms for police officers and park rangers will also be provided. Intent is to maintain access to clean, safe restrooms.
o Suggestion to look at the facilities at Shriners Hospitals
OTHER RESIDENT CONCERNS:
• Ricki Shimabukuru and Marina Nishimura of Illuminage Group presented some examples of how outdoor lighting can be used to activate spaces
o Examples include temporary lighting installations at the Osaka Castle Park (90-100 days in duration) or Suma Beach in Kobe; creates "events" and even charges admission
o Lighting could involve animations; could tell stories
o Lighting on trees could improve safety; would need electricity outlets
o One-night demonstration could be done using a battery
o Lighting could be projected from poles---helping to minimize vandalism
o Could be implemented at the Ala Wai Promenade along with food/drink vendors to attract visitors
o Potential issue with Manuoku birds which nest in the trees; but which tolerate urban areas
ADJOURNMENT: As there was no further business before the Committee, Chair Tam adjourned the meeting at 7:17 p.m.
